Ikke bare kan det \u00f8ke andelen av elektriske biler &#8211; det kan ogs\u00e5 sikre fremtiden til europeisk bilindustri.<\/p><\/blockquote>\n\n<p>EU har annonsert at de kommer til \u00e5 opprette en ny kj\u00f8ret\u00f8yklasse mellom M1 (vanlige personkj\u00f8ret\u00f8yer) og L7E (tung 4-hjuls motorsykkel). M1E skal bli en klasse for sm\u00e5 elektriske kj\u00f8ret\u00f8y. Det kreves at lengden ikke overstiger 4,20 meter og \u201cp\u00e5-ruten-pris\u201d skal v\u00e6re et sted mellom 15.000 til 20.000 euro. Det stilles ogs\u00e5 tekniske krav med hensyn til vekt, motorkraft og sikkerhet. Disse er enn\u00e5 ikke offentliggjort. Ett krav er imidlertid av politisk art, nemlig at kj\u00f8ret\u00f8yene m\u00e5 v\u00e6re produsert i EU.<br \/>\n&nbsp;<br \/>\nFor akkurat ett \u00e5r siden stanset den tyske forbundsrepublikken utbetalinger til en st\u00f8tteordning for rimelige elektriske biler. Det f\u00f8rte til at ettersp\u00f8rselen i landet falt dramatisk. Store bilkonsern i EU m\u00e5 likevel produsere elektriske biler &#8211; uavhengig av ettersp\u00f8rsel &#8211; for \u00e5 tilfredsstille EU\u2019s CO2-krav av konsernenes samlede produksjon. Samtidig ser man at importen fra Kina tiltar.<br \/>\n&nbsp;<br \/>\nDen nye M1E klassen skal bidra til \u00e5 \u00f8ke andelen av elektriske kj\u00f8ret\u00f8yer. Kanskje en kompensasjon for at EU nylig besluttet \u00e5 utsette m\u00e5let om at alle nye biler skal v\u00e6re elektriske fra 2035? Bilprodusentene skal fristes med &laquo;Super Credits&raquo; hvor hvert produserte M1E-kj\u00f8ret\u00f8y skal vektlegges som 1,3 nullutslipps-bil med hensyn til \u00e5 oppfylle EU\u2019s CO2-krav. Dette beh\u00f8ver bilindustrien for \u00e5 kunne utvikle nye bilmodeller.<br \/>\n&nbsp;<br \/>\nVi har skrevet om det tidligere. 2035-m\u00e5let kan ikke n\u00e5s med dagens bestselgende elektriske biler. Slike biler kan aldri erstatte dagens bilpark i Europa. Bestselgerne i Frankrike er biler som koster halvparten og veier langt mindre, som for eksempel bensinbilene <em>Dacia Sandero<\/em> og <em>Renault Clio<\/em>.<br \/>\n&nbsp;<br \/>\n<br \/>\nDet hjelper lite \u00e5 opprette en ny kj\u00f8ret\u00f8yklasse uten et marked. EU har signalisert at de \u00f8nsker \u00e5 innf\u00f8re insentiver for eiere av M1E-kj\u00f8ret\u00f8y, som subsidier, skattelette, reduserte bompenger, parkeringsfordeler og mulighet for \u00e5 benytte prioriterte kj\u00f8refelt. Uansett, kan ordningen gj\u00f8re at det kommer flere sm\u00e5, rimelige, elektriske biler p\u00e5 markedet &#8211; og noen vil kanskje finne veien hit. Vi vet ikke om noen av dagens biler allerede kvalifiserer til \u00e5 bli registrert som M1E. Sannsynligvis vil enkelte elektriske modeller i A- og B-segmentet bli tilpasset til \u00e5 falle innenfor. For eksempel finnes det idag 2 varianter av <em>Citroen \u00eb-C3 YOU<\/em> som oppfyller priskravet.<br \/>\n&nbsp;<br \/>\nDet skal for \u00f8vrig bli interessant \u00e5 se om vi f\u00e5r se helt nye modeller utviklet som M1E, ikke bare utstyrs-ribbete utgaver av dyrere modeller med ultrakort rekkevidde. Hvordan vil en M1E-bil se ut? I den japanske Kei-klassen bygges det b\u00e5de varebiler, familiebiler, 7-setere og sportsbiler innenfor langt strengere krav en M1E. Europeisk bilindustri sliter. Har de ressurser til \u00e5 utvikle en M1E-bil med god plass, akseptabel rekkevidde innenfor sikkerhetskravene? Kanskje til og med en cool bil? Jeg forestiller meg at konseptbilen i hovedbildet, <em>Dacia Hipster<\/em>, kan v\u00e6re et godt eksempel. Citroen viste nylig bilder av konseptbilen ELO &#8211; en 6-seter med rom for \u00e5 hvile, leke og jobbe. Den har flere smarte l\u00f8sninger &#8211; ogs\u00e5 l\u00f8sninger for \u00e5 holde vekten nede.
