Volkswagen slapp \u00e5 betale erstatning til ber\u00f8rte bileiere. De lovte i stedet \u00e5 reparere bilene s\u00e5nn at de skulle oppfylle typegodkjenningene. Men mange ble likevel sittende igjen med &laquo;Svarteper&raquo;.<\/p><\/blockquote>\n<h3>&nbsp;<\/h3>\n<h3 class=\"tebh2\">Systematisk juks<\/h3>\n<p>Jukset ble avsl\u00f8rt av EPA (The Environmental Protection Agency) da de oppdaget at Volkswagen-biler overskred amerikanske utslippskrav. Etterforskningen viste at TDI-motorer av typen EA189 var programmert til \u00e5 skape lavere utslipp under NEDC-testsyklusene enn under normale kj\u00f8reforhold. Biler som testes under NEDC &#8211; New European Driving Cycle &#8211; f\u00f8lger et bestemt kj\u00f8rem\u00f8nster. Det er ikke vanskelig \u00e5 f\u00e5 programvaren til \u00e5 fange opp n\u00e5r biler kj\u00f8res i test. Flere produsenter har nok oppdaget denne muligheten, &#8211; men ingen satte det s\u00e5 grundig i system som Volkswagen. Dieseljuks satt i system.<\/p>\n<h3 class=\"tebh2\">Hva visste ledelsen?<\/h3>\n<p>Etter at jukset var avsl\u00f8rt, begynte hodene i Volkswagen-konsernets ledelse \u00e5 rulle. <em>Martin Winterkorn<\/em>, CEO, <em>Heinz-Jakob Neusser<\/em>, sjef for merkevareutvikling og <em>Ulrich Hackenberg<\/em>, forskningssjef Audi, m\u00e5tte g\u00e5. <em>Wolfgang Hatz<\/em>, sjef for forsknings- og utvikling i Porsche, samt motorutvikling i Volkswagen, gikk i pensjon mens han var under etterforskning. Som ledere hadde de et juridisk ansvar uavhengig av hva de egentlig visste.<br \/>\n&nbsp;<br \/>\nMen hva visste de, egentlig?<\/p>\n<hr \/>\n<blockquote><p>Nesten to \u00e5r etter avsl\u00f8ringen, ble det oppdaget at Volkswagen hadde innredet et topphemmelig testanlegg hvor kun sv\u00e6rt f\u00e5 ansatte hadde adgang. Anlegget l\u00e5 i Wolfsburg bare et steinkast unna administrasjonen. Det er ingen tvil om at toppledelsen <em>visste<\/em> hva som skjedde der inne &#8211; og tok sannsynligvis del i beslutningene.<\/p><\/blockquote>\n<hr \/>\n<h3 class=\"tebh2\">Ingeni\u00f8rene fulgte bare ordre.<\/h3>\n<p>Avsl\u00f8ringene om dieseljuks handlet om milliarder av kroner &#8211; blant annet ble Volkswagen d\u00f8mt til \u00e5 betale erstatninger til amerikanske Volkswagen-eiere. Her hjemme slapp Volkswagen langt billigere unna. De hadde nemlig lovet \u00e5 fikse ber\u00f8rte biler s\u00e5nn at de kunne oppfylle utslippskravene. NAF fryktet at modifikasjonene ville stjele hestekrefter. I s\u00e5 fall kunne bileierne v\u00e6re berettiget til erstatning &#8211; ikke minst for \u00e5 f\u00e5 refundert deler av engangsavgiftene. De oppfordret sine medlemmer til \u00e5 f\u00e5 forhandlerne til \u00e5 signere en kontrakt p\u00e5 at dette ikke skulle skje. Forhandlerapparatet nektet. I realiteten finnes det ingen organisasjon i Norge som er mektig nok til \u00e5 rettsforf\u00f8lge Volkswagen-gruppen. Forhandlerkjeden fulgte bare ordre.<\/p>\n<h3 class=\"tebh2\">En s\u00f8rgelig dag<\/h3>\n<p>Det var jeg som hentet &laquo;konebilen&raquo; fra service den sjebnesvangre dagen i 2017. En Audi Q3 2,0 TDI 177 HK med DSG og firehjulstrekk &#8211; et fantastisk drivverk &#8211; en forn\u00f8yelse \u00e5 kj\u00f8re. Som en gaselle!<br \/>\n&nbsp;<br \/>\nDa jeg startet opp bilen hos forhandleren, skj\u00f8nte jeg straks hva som var skjedd. Den var fikset for dieseljuks. Kundebehandleren hadde ikke sagt noe. Det sto ingen ting p\u00e5 fakturaen. Turen hjem var bedr\u00f8velig. Lydbildet i den fine bilen var dominert av en gjennomtrengende traktorlyd. Bilen manglet trekkraft p\u00e5 lave turtall. DSG-kassa virket ikke lenger \u00e5 v\u00e6re i takt med motoren. Bilen som tidligere gikk som en gaselle, hadde blitt forvandlet til ei purke. Min eneste tanke var \u00e5 bli kvitt den s\u00e5 fort som mulig.<br \/>\n&nbsp;<br \/>\nDette er hva leserne skrev her p\u00e5 <a href=\"https:\/\/terjebjornstad.com\/no\/2015\/09\/29\/er-din-bil-berort-av-utslippsjukset\/\"><strong>terjesbiler.no<\/strong><\/a> etter \u00e5 ha f\u00e5tt bilene sine fikset:<\/p>\n<blockquote><p>&laquo;&#8230; det er d\u00e5rligere bunndrag p\u00e5 lavt turtall. Mer st\u00f8y, enda mer forbruk og enda mer utslipp &#8230;&raquo;<br \/>\n&nbsp;<br \/>\n&laquo;- I dag ble min audi 2015 allroad med 320 avgiftsdyre dieselhester EA189 justert. Dreiemomentet ble borte og responderer kun p\u00e5 flat pedal og m\u00e5 hyle p\u00e5 h\u00f8yt turtall for \u00e5 hente skyv. 1,4 liter, 1,6-liter og 2,0-liter. De minste motorene fikk innmontert et ekstra r\u00f8r i innsuget. De st\u00f8rste ble kun omprogrammert. Jeg har ikke grunnlag for \u00e5 si at <em>alle<\/em> bilene ble \u00f8delagt, men omprogrammeringen av TDI-motorene 2,0 177 HK endte katastrofalt for alle. Teknikens V\u00e4rld testet en Volkswagen Passat med samme drivverk som v\u00e5r bil, og erkl\u00e6rte fiksen som &laquo;underkjent&raquo;. Testbilen hadde ikke bare f\u00e5tt endret <em>motorkarakteristikk<\/em> &#8211; den hadde ogs\u00e5 f\u00e5tt redusert motorkraften fra 177 til 163 HK. Motoren det handler om, sitter i biler som Audi A6, Audi A4, Audi Q5 og Audi Q3, samt Volkswagen Passat og Tiguan. Ta med i betraktningen at kunder som valgte dette fine drivverket, ogs\u00e5 valgte rikelig med ekstrautstyr. <\/p>\n<h3 class=\"tebh2\">Hva skjedde med de \u00f8delagte bilene?<\/h3>\n<p>V\u00e5r bil endte som innbyttebil f\u00e5 dager etter den ulykksalige servicen. M\u00f8llerBil ga bedre innbyttepris enn vi kunne dr\u00f8mme \u00e5 f\u00e5 ved privat salg. Vi tapte ikke penger p\u00e5 miseren. Markedet for fiksede dieselbiler var ikke s\u00e6rlig hett, s\u00e5 bilen ble en hyllevarmer hos forhandleren. Kanskje den til slutt ble videresolgt til en profesjonell oppkj\u00f8per? Bilene med samme motoralternativ er fortsatt i trafikk og omsettes jevnlig. Jeg har g\u00e5tt gjennom private salg av biler med samme motor for \u00e5 se hvordan eierne karakteriserer bilene.<\/p>\n<blockquote><p>&laquo;- Kraftig dieselmotor med nok av hester og dreiemoment.&raquo;<\/p>\n<p>&laquo;&#8230; deilig og komfortabel bil og kj\u00f8reopplevelse.&raquo;<\/p><\/blockquote>\n<p>Det er vanskelig \u00e5 forst\u00e5 begeistringen. Kan Volkswagen-gruppen ha laget senere oppgraderinger av programvaren for \u00e5 forbedre motorkarakteristikken? Finnes det et svart marked for \u00e5 resette programvaren?<br \/>\n&nbsp;<br \/>\nVar vi som opplevde fiksen, for kritiske?<br \/>\n&nbsp;<br \/>\nMan m\u00e5 tenke p\u00e5 at de som kj\u00f8pte fiksede biler, aldri fikk oppleve dem s\u00e5nn de egentlig skulle v\u00e6re. Det lune st\u00f8yniv\u00e5et, det fine turbodraget p\u00e5 lave turtall og hvordan DSG-kassa fulgte opp med lynraske skift. Relativt sett var kanskje bilen jeg ville karakterisere som &laquo;totalt \u00f8delagt&raquo; &#8211; sammenlignet med seg selv &#8211; likevel bedre enn andre biler p\u00e5 markedet?<\/p>\n<h3 class=\"tebh2\">En siste tanke<\/h3>\n<p>Dieseljuks skandalen omfattet politikk, n\u00e6ringsliv og storkapital i Europa og USA. Selv om jukset utl\u00f8ste skyh\u00f8ye b\u00f8ter og erstatninger &#8211; og hoder rullet &#8211; s\u00e5 har synderne sluppet billig i Europa. I USA ble bilene satt bort p\u00e5 store oppsamlingsplasser og forlatt av eierne p\u00e5 grunn av kj\u00f8reforbud. Bilene st\u00e5r der kanskje fremdeles? \u00c5 lage en &laquo;quick fix&raquo; var den eneste l\u00f8sningen som ikke ville skade Volkswagen-gruppen, tysk n\u00e6ringsliv og finansmarked. Ledelsen i Volkswagen-gruppen <em>m\u00e5tte vite<\/em> at fiksen kunne forringe noen av bilene. Men hvorfor skulle de begynne \u00e5 v\u00e6re \u00e5pne og redelige om dette n\u00e5? Bedriftskulturer endrer seg ikke over natten! Hadde Volkswagens ledelse opplyst om at bilene ville endre karakter, kunne det utl\u00f8se et nytt skred av erstatninger &#8211; som i USA. <\/p>\n<blockquote><p>Volkswagen er mektige i den tyske forbundsrepublikken.
